Including NDs in Health Insurance – the Affordable Care Act

AANP is making significant inroads in multiple states in our quest to make insurance commissioners –and insurance companies themselves – aware of the Affordable Care Act provision requiring health plans to include all types of licensed providers as of January 1, 2014. 
Known as Section 2706, this provision was authored by Senator Tom Harkin (D-IA), who continues to champion its implementation.  In fact, Sen. Harkin recently included language in the Department of Health and Human Services appropriations bill that clarifies the intent of Section 2706.  This was necessary because “guidance” issued by HHS and the Labor Department muddied the waters.
Our members are putting a great deal of energy and intent into their meetings with state insurance officials, who are responsible for putting Section 2706 into effect.  Oregon has provided unequivocal guidance to insurance companies in that state, with Hawaii expected to follow.  NDs are in good shape in Vermont as well.  Meetings are being held in numerous other licensed states, with AANP providing our state affiliates with strategic counsel and useful resources.  Our State Advocacy Toolbox is being kept up to date with the latest information.  To access, simply log onto, point your cursor over the “State and Federal Advocacy” tab, and double click on the middle dropdown box. 
Section 2706 offers naturopathic medicine a true watershed, and we’re making the most of this golden opportunity!
