Section 2706: Steady Progress Made in the States

AANP’s “2706 Team” has been meeting monthly since the 2013 DC-FLI and has good progress to report on its work toward insurance coverage for NDs in licensed states. 
Many of you are familiar with the non-discrimination provision of the Affordable Care Act, also known as Section 2706. This provision requires insurers to cover all licensed providers. However, powerful opponents to the law have blocked its enforcement so far by the federal Department of Health and Human Services. Most insurers and states didn’t even realize the provision existed before AANP’s outreach got underway. 
Enter our phenomenal group of volunteer NDs, state association reps and ND student advocates from CA, ME, OR, MN, NH, DC, WA, VT, MT and HI. AANP has convened this group for advocacy training, strategizing and collaboration for the past year-and-a-half. We’ve seen individuals become effective advocates – going on to hold high level meetings with insurance and government officials, educating them about 2706 and applying pressure for states to comply.

As a result of these efforts, we can report an expansion of insurance coverage, both in-network and out-of-network, in several states.  Here’s how the map looks today:

This is a very active work-in-progress.  Initiatives range from grassroots postcard campaigns to meetings with insurers, insurance commissioners and Governor’s offices, to considerations of legal recourse.  Each state is tailoring its advocacy to its unique situation.  The teamwork, support and sophistication of our local NDs are absolutely astounding.
